Developer Sam Chang of McSam Hotel Group plans to build a hotel at a Midtown development site at 150 W. 48th Street New York NY where he will be able to raise a hotel tower that could total about 276,000 square feet. Chang, is buying the site for $140 million from Rockefeller Group.
