Developer Bob Miller, CEO of Equity First Development is proposing to build a mixed-use $120 million luxury boutique hotel, marina, restaurant, retail project with a recreation area in Vero Beach Florida on the riverfront where the old Big Blue power plant is located. The proposal is one of several responding to the cities RFP that were submitted to develop the site. Additional proposals where submitted by developers Urgo Hotels and Resorts, E2L Real Estate Solutions LLC and Clearpath. The city put out the Request for Information to keep the riverfront project moving forward ahead of a November referendum in which voters will decide on rezoning the city-owned site to allow mixed-use redevelopment. If voters approve the project this fall, the city will do further financial, engineering and site-planning work and then put out a more formal Request for Proposals, or RFP. The city owns about 35 acres on three corners at the intersection of 17th Street and Indian River Boulevard, at the base of the Alma Lee Loy Bridge. That includes 16 acres at the power plant site north of the bridge
